BTW, I assume there is no connection limitation in console like the app
is doing it to avoid the XP SP2 issue right?

Ok, new jar is up there.

Basically it's a situation of the file having a size of 0 bytes. That
is an error condition, but it is also a "Done" condition because
bytes downloaded == file size. It was basically a race to see which
error got handled first.

I changed it now to only think it is "Done" if the file size is > 0,
so now it will return 2 all the time.
