Well, yeah ... Only return it if there is a callback. Sometimes I
just want a callback so that I know that you have registered the
change, so that I can tell the app to go check if his queue has changed.

For the lock/unlock I don't need the queue sent back to me. I guess I
would need it for the add/delete/complete, but not for the move,
though. But I do want a callback for the move, so you giving the data
to me whenever I specify a callback is fine, because I can always
just ignore the data.
