Not everywhere. Isohunt and FullDLS have banned our trackers so far. We
use the IPs for our trackers and posting to the easier sites. For the
more heavily moderated sites, we're using public trackers and posting
with proxies.

Are the IPs you just got from Steve in August already banned everywhere?
Or is this just a Mininova issue (and possibly affecting a couple other
highly moderated sites)? What are those IPs used for (e.g., posting,
trackers)?

Jay was talking about possibly integrating web proxy functionality in
the BT Poster.
