Here's a new app.jar that has connection throttling in it.

There are still 3 sim transfers. Each transfer has a limit of 30 max
sockets, and 3 connecting (as opposed to idle or connected) sockets.
Each transfer starts out with 0 sockets. It then starts creating them,
until it hits to connecting limit. Then, as connections are made, it
adds more sockets, always limited by the connecting limit.
Once it hits 30 connected sockets, it stops creating new sockets.

I guess try it on your XP boxes that were chugging all to hell.

I will run it as well, but on OS X.
